I see the 4.0.1 draft of the TCI spec has introduced a new type
TciParameterTypeType, used in TciParameterTypeListType. Unfortunately,
it's inconsistent with TciParameterType - it doesn't include a "parName"
component. Is this intentional? (I know TE can essentially ignore this
in the use cases I've looked at, but it still seems odd.)
