The spec for tciGetTestCaseParameters says:

> If the TE cannot provide a list, the distinct null value shall be
> returned.

Now, the C binding for this function is this:

TciParameterTypeListType tciGetTestCaseParameters (TciTestCaseIdType testCaseId)

What does "null value" mean in this case? (The problem exists with a
number of other functions - generally, C struct values are used in a
number of places in the TCI C bindings where pointers would have been
more appropriate.)
