Since constants can be defined locally and that templates are a kind of constants I am wondering why templates can't be defined locally.

This would be a great way to structure test suites by moving templates relevant to a particular testcase in the testcase definition section. This of course would include defining a local template with the "modifies" construct with the modified template being possibly defined globally or imported from another module.
